Build a Website with auctioning functionality

I am in need of a website for a game where users will have the ability to auction off trading Cards for real money.
I will need a design for the website as well for the functionalities.
So the website has to have the functionality for auctions, it will need a pay system which will have to be done through the site itself to insure the safety of the buyers.
I am not sure how it works, so I need someone who can communicate with me and knows what the website needs and how to set it up. I just have the ideas for what I want and how I want it to work.
So the pay system functionality that I am looking for is something where the person who buys the card, will send payment to our system. Our system will notify the seller of payment, he just needs to give the item ( through the game ) to the user. Once the other user gets the item, he will confirm it through our system and the funds will be released to the seller.
It seems like a complicated process so I need someone with experience who can guarantee this be done.
