Build me a website to show best schools in a city

I need a new website. I need you to design and build it.
I want a website like [login to view URL] but for listing schools. Also admin section is needed with following features:
1. Can add city with it's own subdomain.
2. Can add school in any particular city.
3. Can update schools details like photo, contact, address, facilities etc.
4. Can control advertising section city wise.
All these data entry work will be done by my employees, so I want to add users in admin area with limited access. Some users will also market for ads, so I want a monitor their work done on daily basis and record the data. graphical representation would be nice.
And regarding home screen, school and parents can register with mobile verification using otp. Parents can rate, comment on a schools page.
And school can add images in it's gallery section, add/update its details, create event and add/connect its Facebook page - so that
Like and comment can be Facebook linked.
An Android app is also needed for the above website.
