Building a complex REST API using Python and Flask

Hello,
we need build API:
website VS our company (computer) VS locals computer
1, cut scene from 1 hour ts file with specific time from to --> using ffmpeg --> i will provide commands
2, option to download original Ads mp4 files from our local servers and send it to website for download (~30 MB files)
3, option to download original 1 hours ts files from our local servers and send it to website for download
4, make error codes etc, if something fails ...
5, supporting processing in queue ... for example now doing 5/50 5th process from 50 ...
6, after ffmpeg are done ---> create url for download and send information for website
7, documentation
please check attached files --- > in word document are better explained
Its job for no more than ~15 hours
we need solve asap.. no more than 1-2 days
if will be good cooperation, you can help us with building our website in django
