Critter Deterent - repost

I'm looking to build an animal deterrent device. I need the schematic and parts list drawn up so I can assemble some test units. When I say schematic, I need it to be a schematic for dummies. Its been a long time since I worked with electronics and I’ve forgotten almost everything. I need it to be cheap and simple.

Requirements

When motion is detected I want 3 things to happen

1. 2 LED’s come on. Time can be 20 seconds or so

2. Piezo or something similar to activate for 10 seconds or so

3. Vibrating device, like in cell phones to come on for 10 seconds or so. If possible not at same time as piezo

I would like it to be solar powered with a battery. If for some reason solar is cost prohibited I would be willing to use regular batteries such at 9v or AA. It needs to operate day or night if it matters.

Im looking to build 10 or so to start for testing.

If you could please estimate what you think it would cost based on the 10+ qty.

Like I said I need them to be cheap

From my limitied experience I was thinking something like 555 or 556 timers

If something like a picaxe or aurdino board is needed to program some other type of chip that is fine as long as it is reasonable priced, but cost is my main concern.
