C# app to read log files as they're written

Every one - two minutes a log file(text) is created in a folder called 'Output', during that minute text is constantly written to the latest file. We want to build an app using c# that monitors the folder, grabs the latest text file and constantly refreshes the file every 0.1 seconds to display the latest file contents.
