This should be a simple programming job for a skilled Mac OS X Objective-C Cocoa programmer:

I need to have a windowless Cocoa program suitable for command line use.

The objective-C Cocoa program must implement some callback delegate methods. Unfortunately, setting up an NSAutoreleasePool and a NSRunLoop in the main routine

doesn't get the callback delegate methods started. Please see example attachement!
