Write Android code to cache javascript chart

This is a pre-prototype proof of concept project to develop an android mobile application for testing whether we should do a full project.
We would like to have an android app that allows a specially designed webview/web page show even when app is opened offline (when there is no internet access).
The key requirements for this prototype are:
1. Runs in android phone
2. Runs in a webview or similar component
3. Develop very very simple test site that uses javascript and json
JSON is at [login to view URL]
4. Content of site is from json, which gets stored in the client (the android)
5. Works offline - as long as it have been opened previously online
6. When online, retrieves the updated json...
You can use Java or Ionic or other framework for this. Just need you tp prove it can work.
You will provide working code.
This prototype is just to demonstrate. On successful development, a new project will be opened for the full blown project.
