I need animation speed and direction to correlate to mouse cursor location

Hover effect is no longer needed. Names to be visible at all times. Arrows only to display on devices.
When cursor is right of centre of screen the image will animate right.
When cursor is left of centre of screen the image will animate left.
The speed of animation will increase/decrease based on distance of cursor from centre of screen
Page must be responsive (names must stay clear of navigation bar if I shrink screen)
