LineageOS Customized Secure Android OS

We need two versions of LineageOS (previously CyanogenMod) of the device Elephone P9000. The LineageOS need to be fully customized in the Settings and Complete mobile devices.
From bootloader changes, OS encryption enhancements, disabling GMS functions, disabling setting features up to changing in the LineageOS theme.
Next to that, we have four mobile programs developed in-house (coding language C++, C#, Java and partly developed in QT + already developed) which need to be integrated within the two versions of LinageOS.
The two mobile programs, are already operating on two other mobile devices. Yet need to be re-developed to work properly and as required on the Elephone P9000 phones.
