Private android project

Hello, I already paid him 10% of the amount, How do I get the refund? He is everyday making excuses and when i said i am going to cancel this project he started using abuse words. Fortunately I know iOS coding little bit and the things he has done in last 23 days can be completed in 1 day hardly. But he thought i know nothing and kept fooling me.This is not it, after creating 2-3 simple Views, he said 50% of the project is completed and i need to pay him other half, haha. Anyways I'd really like to know how do i get my refund and start a new project again. Thanks
