Zone Error in GCP for Wordpress Installation

I have a Wordpress installation on GCP and I got some errors earlier today. I stopped it and when I tried to start it back up it would not start. Instead, I got this error message: Starting VM instance "website-vm" failed. Error: The zone 'projects/golden-shine-222215/zones/us-east1-b' does not have enough resources available to fulfill the request. Try a different zone, or try again later. It did eventually come back up about an hour ago and I made my changes- I installed some security and optimization plugins and activated a CDN in hopes it would decrease the activity on the site and to troubleshoot I stopped it again. Now, I am getting the same error message when trying to start it back up. What am I to do here? I'm not even sure why it's happening. I checked with Google and they told me that I need to have multiple zones and load balance but I don't know how to do any of that.
