I have a site that another developer converted from APS for me. He made a custom theme that is based on WP 2019 theme but has a number of things disabled like Jquery and some Javascript. Also theme uses a custom footer rather than the built in WP menus for the footer. I would like as many as possible of the default WP 2019 options to be fixed so that the site is easy to manage for a non developer AND so that popular plugins can be leveraged across the site. Specifically this plugin. [login to view URL] 1) Menus to work as builtin WP menus header and footer 2) jquery and js working on all pages 3) migrate the weather chart at bottom from weather underground API to Davis weather station API 4) if possible add a news feature that is easy to update from a mobile device so that not admins can add news updates to home page And then fix issues related to the migration of the site from the .us dev domain to the .org permanent domain. Site is slow after migration and refreshes before it loads. I would like the camera display code to be portable so that I can migrate to a different theme in a few years. Also ensure that Wordpress updates dont break the site by using the standard child theme structure. right now a simple ugrade will break the site

I think you mean wordpress widgets to be placed in the footer instead a wordpress menus :) Actually, to use wordpress features lke customization, widgets, menus, etc. The developer need to register each of these function inside the theme, so what we would need isn't re-build the theme, instead tweak it to support these features . .
