We need assistance in carrying out a minor change in the layout of our website. The website is currently hosted at [login to view URL]

Requirements:
Due to corporate design requirements, we need to add an additional header on top of the regular menu bar.
The header will be a horizontal bar in a dark blue defined by our corporate identity plus two logos, one aligned with the right margin, the other with the left, and a text box (“in Kooperation mit der”) on top of the right one. An approximate mock-up will be provided.
The header should fit the "frame" style of the website (a white margin around the main content, see mock up) and scroll with the content. Likewise, the regular menu bar should scroll along, however ideally with a decreased height. The final solution needs to be fully responsive.
