Migration of a DreamWeaver Web site into a static site with an editorial headless CMS

The objective is to migrate a website of a cult association realized in a traditional way and difficult to maintain towards a site realized with modern technologies offering strong ergonomics, good performances and the required security in the of today context.
Clerics of the church must be able to edit and publish on their site without the intervention of a consultant, with validation of the editor-in-chief. The design should allow later subdomains to be added per parish. We do not foresee the possibility of commenting on published articles, but this must be possible, especially in a context of private article tuning. The site must be multilingual since we have parishes in several countries. Over time, we will add online event bookings, payments and purchase of books, courses, CDs, DVDs, etc.
All DreamWeather files and access to the existing server will be provided.
Our primary choices are for a static site generators along with an editorial headless CMS and automatic production after previewing with the final rendering. But we are open to any argumented proposal. Ergonomics for users who do not have a computer culture is a priority.
