Existing Web Site Rebuild

I am looking for a very experienced web site designer (preferably with an Internet marketing background as well) that can rebuild an existing site that has been in operation since approx. 1999. The site has been overhauled a number of times and this time we would like to bring it into the 21st century. The site provides writing resources; everything from a links database, to articles, to jobs and funding. It is very extensive and I'm looking to streamline it all together even though we use a number of different software packages to accomplish what we do to date. Attached is an overview of the system.
