Create a Magento template from existing Mock-up design

We have an existing website, that is being converted to Magento eCommerce software. A graphic and web designer has created a mock-up design for our site that we would like converted to a Magento template. The design features Javascript drop-down style menus, that will need to be integrated into the template design. This has proven difficult to integrate. The back-end portion of the menu system can be redesigned, but the overall mock-up design must remain the same, or very similar. An eCommerce designer/programmer with Java, Javascript, and Magento experience is preferred. Willingness to communicate occasionally via phone is required.
