We are looking for a Wireshark and VoIP Troubleshooting Expert to help us troubleshoot, find the source of, and resolve a choppy voice issue on a LAN. Someone who is a VoIP, SIP, MGCP, and QoS Expert. The switches in place are Dell L3, and Cisco and Meraki L2 Switches. All with QoS enabled, but maybe not properly.

Even if you use the G711 codec, one call will require ~ 80 Kbps. If you have a huge call center or for some reason you have links between switches that are overloaded and cannot increase the speed on them, then only in this case you need to do QoS in the LAN. If you need queues, then only on the border router. Disable QoS on the switches. On catalysts, this is done with the no mls qos command. This will probably solve your problems.
If the problem is not solved then you need to remove and watch the pcap. Although it can be said that within a LAN this is only a packet loss that can be the cause. Losses on ports can be seen on the switches. If the problem happens with different phones on different switches, then it is in the PBX itself or in the core switch or in virtual switch if you use hypervisor.
