I have a great experience in making short videos of about 3-5 minutes and pack that whole bunch with a data of about 20 minutes, I am a part time photographer my self and make short videos for local YouTubers, video advertisements and more often some Low Level music videos. I would trim cut and apply flash effects or shake effects as needed. The thing to be kept in mind for short videos is they shouldn't look boring and i promise they won't. any othe directives by you will be kept in mind while editing the video.
