Hello there, I'm professional 3D artists with more than 4 years of experience in character creation. and I've done some anime based character modeling for some clients before. I use zbrush and maya for modeling and detailing. and if you are looking for special topology of the head I can easily do that since I RETOPO the head inside maya in the end. I believe you only need low poly model with no UV or texture. they would need more time to do since anime based textures are usually done with lots of hand painting.
