Answering your question - yes it is possible with after effects and exported in png sequence format or gif so you could attach it to your site. You can make as when the page is opened or somebdy scrolls to a particular part of the page you will have graphs etc pop up as animated image sequences, it highly depends on how you attach and code your animations! You can animate anything in After Effects, but the question is what kind of file type would you need it in, in order for it to work on the website? We could potentially make a GIF that can loop the animation your looking for, alternatively I can change it out to any file type you need. If you have access to the diagram and graphs I can create a sample first to see if it will work with what your client is looking for.
