Collaborative Prioritization Tool for areas affected by Rising Sea Levels

Technical Assent, LLC ([login to view URL]) is a management consulting firm that takes on tough challenges by re-imagining capabilities as service experiences. One of the tough challenges we are tackling today involves creating an experience that facilitates better preparedness and strategic planning to take on increased flooding from rising sea levels. To do this, Technical Assent imagines a software-based platform that enables groups to examine "features" of their area of concern (buildings, roads, etc.) that will be affected by floods in various scenarios and prioritize them by allocating scarce resources to either protect them or let them flood. While the activity is envisioned to involve a map, Technical Assent is open to recommendations about the fastest, quickest way to facilitate discussion (so whether it's GIS, images pulled off google earth or NOAA, etc. - our priority is the ability to facilitate discussion, not have a very fancy map). Map features identified for each scenario and the information displayed about them will be developed with clients. We have not determined a software language or other tech "stack" to be used to create/use this tool, but would like the tool to be as widely accessible as possible since we will want to use it with various clients in various sites. Attached are some preliminary sketches and use cases to help demonstrate what we're talking about. Technical Assent envisions a FFP contract for this effort, but feel free to recommend other contractual arrangements or quote outside of the range cited on this page.
