PC WYSIWYG Document Designer

I need a program that allows documents to be designed using WYSIWYG technology. This complete project is fairly large and complicated so I am breaking it into smaller simpler projects. I have attached more detailed specs but here is an Overview. I would like the programmer to tell us what programming language would be the best to use and why. It must be easy for other programmers to maintain later. Here is what I want the program to be able to do: Create business documents (Invoices, Purchase orders, Statements etc.) basically the user would be creating a copy of there existing preprinted forms using a WYSIWYG Document Designer. (Similar to SmartDraw) The User can create a new document or edit an existing document. Initially the program will be used for creating forms only, later we will be adding checks and labels. After creating the document it is stored in an XML file for later access. The user would use drawing objects and a mouse to draw lines, boxes, text etc. Once the user is done the document is saved into an XML file which will be imported later into another software product on a different platform. We do not want users to have to purchase or install any 3rd party project. We want someone with creativity and vision enough to help us create a great, modern looking, simple to use program. So please submit back to me your thoughts or questions on cost, time estimate, programming language you would recommend and why. IMPORTANT: Please review the attached specifications and ask any questions you may have. BONUS: Submitting a simple mockup of what you are thinking the program would look like would give you a leg up on the competition. This is something I would like done ASAP I had to post something under budget so I selected Simple Project $250 - $750) If I am off on my estimate let me know what you think it would take for you to do it.
