Program to organize and watch downloaded movie/tv files

I need you to develop some software for me. I would like this software to be developed for Windows. I am hoping to find someone who can make a "makeshift TV" program that uses my offline downloaded movie and tv downloads(takes any video files). my vision** ' I want all of my video files I have to act like they are on TV channel set...so there are different channels to choose from (like a TV) where every channel has a different movie or show playing, at a random part through it(person watching can decide then if you wish to watch or skip to next channel). when choosing a channel you can leave it in for it to play through, or rewind it to the beginning if that is what you wish to do....This idea started by having too many movies to decide between, looking through files is not as enticing as flipping through the channels, I can watch anything on TV at home, but when it comes to downloaded files, it seems like its a 45min game to choose what to watch to where I usually go with a dumb or obvi. I figure this will be nice for indecisiveness but also for background noise/shows.
