Create a football betting model

Hi, I am looking for someone who could build a betting model for me. Model should be in a form of an app with GUI (working on Windows 10) or in form of a website application. Model should regularly scrape market closing betting odds for all leagues (scrape them either from [login to view URL] or [login to view URL]) or 10' live odds (available only on [login to view URL]). Then, win probabilities (or asian handicap odds) should be "converted" to implied by the betting market goal and win supremacy. Then model should look back over the season's games for each football league and use (probably?) standard linear regression techniques to come up with a set of rankings that are most consistent with the derived before goals and supremacy values for those games Here's a good explanation of what I am looking for: [login to view URL] (please note that this is the american football while I need a model for soccer) Right now to derive set of rankings I use Excel Solver and manually scrape odds with separate python script but I am looking for a software/model which would automate this process and help me to follow higher number of leagues.
