If Arduino is the chosen platform for this, then it is going to be quite easy to make what is needed. Only issue then becomes the CAN bus communication, of which I have no knowledge of modules. Same for the Raspberry Pi, however if this is meant to drive display clusters, it's probably a better idea to have a Raspberry Pi. Who knows, we might actually be able to make a full speed instrument cluster!
