Build a windows sync service that transfer data from MongoDB to SQL server

You said "MongoDB to SQL server" so just to confirm it is one way? How do you want to handle sync conflicts? Proposed method- As discussed on skype, when a table is shown as updated, the data will be copied to a table for example 'table-new', once all data is copied, current table will be dropped and table-new will be renamed to take its place. 10% will be reserved and released after 6 months of support. Support will be bug fixed and general support. Additional features will be subject to charge. All source code to be supplied.
