Help design and develop a HTTP server to implement a web interface alternative to the GUI that the software usually uses to interact with the application. This server (C# library / .DLL) will connect directly to the running solution and allow the administrators to access the software and administer all of the features that would otherwise be done using the GUI. 1) Develop the HTTP server using C# ([login to view URL]) 2) Implement a login system with 2 levels of access (admin/user with limited access) 3) Mimic the existing .net GUI for the web interface.

I feel a Web API would be the best solution for your requirement. Web API can be configured with as many roles as possible. Currently you need 2 roles so thats fine too.
