SEO for new site

We need to promote a new site which will be launched at the end of this year. We need to start with off site SEO, building inbound links, searching for link partners, etc, before we launch our site in 3 months, and then proceeding with on site SEO. We’d like to find a company that helps us to promote this project efficiently before the launch period and after the site has been launched. Our site is under development and initially will be promoted in our language, Spanish. We do want to be part of the process, and be together with you helping to promote our site. We’ll have a 1-3 people team working on the promotion in part time, so we also need that the person or company that we choose, help us to learn what to do and how to do search optimization on our site, tools to use, steps to follow, etc. If you think that the language is not a problem for you, then maybe you’re the person I’m looking for. We can speak fluent Spanish and English, so it shouldn’t be a problem if we know what we have to do and how we have to do it. We’ve already made some homework on keywords and traffic on those keywords, and researched our competition, what we need is you to help us get there to the first positions in major search engines like Google, MSN and Yahoo, in our country. We will also need inbound links (not reciprocal, this is the heart of all SEO of course) from link pages with PageRank 2-3 and higher. ALL links must be approved by us. Link deployment should be staggered over a period of 1-2 months to avoid any penalty. We do not want to use any black hat techniques that will result in any penalty from search engines. There are some rules to be followed for inbound links that, if you are a SEO expert, will know for sure, like anchor texts, not submitting to guest books or link farms, free directories or web rings, no redirects or javascript links (only permanent and direct links), only 1 link per site (IP), no duplicates on one site, etc, etc. If you’re a SEO expert you know what you have and what you don’t have to do. Keywords to be targeted have an average of 2-4 million pages, and only 6-8 have 10-27 million pages. This is just part of our research on competition and keywords. Payment will be on a monthly basis for your work, and it will include being there for consulting with us, and helping us here to do the same work that you’ll be doing on your side, as if we were part of your team.
