Using Win CMD batch file to break down CSV file into files

Using Win CMD Batch file to create individual files from CSV input file. Sample CSV input file format FileName1,FileName2,FileName3,FileName4 TestEx=1,TestEx=2,TestEx=3,TestEx=4 TestEx=[login to view URL],TestEx=[login to view URL],TestEx=[login to view URL],TestEx=[login to view URL] TestSetting1=1,TestSetting1=2,TestSetting1=3,TestSetting1=4 The first row is the FILENAMEs to be created Sample File 1 - FileName1 Contain information as show below TestEx=1 TestEx=[login to view URL] TestSetting1=1 Sample File 1 - FileName2 Contain information as show below TestEx=2 TestEx=[login to view URL] TestSetting1=2 etc There will be various number of FILES to be created and with various ROW of information in the file.
