Build a script/tool to retreive data using REST/JSON/Elastic Search and post it to Azure SQL database

We currently have a document automation tool that can do lookups in external tables. Some of these tables are on an external Azure database. This works fine.! - One table however has previously been populated with data from yet another external table however this functionality is broken so the data has not been updated in a while. ( no one can find the script that did it )

The tool should be able to connect to the external database described above and retrieve a subset of this data. The data should then be inserted/updated in the Azure database.
The script/tool should be able to run as a scheduled task in Windows as well as manually.
The script/tool should also be able to retrieve only delta changes in order not to retrieve and update the entire database. (Elastic Search allows for this )
