In your project a classification model should be built and verified on the base of the training set and then tested on the test data set. Is the accuracy >90% available depends on the data set. To process a new file through the created model you will just put it in the working directory. This way the model may be re-trainable with an alternate data set. I can do this work in a couple of days.
