Rotate IAM access keys if age of key is more than 90 days thru boto3

I have already worked for you a couple of times so I think you already know what I can deliver but just to reassure, I can deliver this within a couple of hours since I'm familiar with not just python but boto3 and AWS components such as IAM, SES. Cheers
