Labelling stock prices for machine learning purposes

I have 23 million prices on one stock symbol. So for every price, I'd like to assign a label to indicate if it's a good place to buy or sell stocks. In this case, a value of 1, -1 or 0 will be assigned to each price to represent a '' purchase '', a '' sale '' or '' do nothing ''. I am a programmer in artificial intelligence, so I need labels on each price so that models can learn. I need a function or a class programmed in python to pass through a file with the CSV extension to assign the values 1, -1 or 0 to each price. I will provide you with a sample of the file for you to work with. I'm not ready to give more than 250 Canadian dollars for this task, then abstain if such is not the case.
