Image Processor - AI (Text Processor) Required

I am learning for an Image Processor/Text Processor. The job entails image matching. We are looking for a script (function) to match and extract numbers (digits) from an image. Simply that. Some of the images are lower in resolution but the format is the same. I am looking for someone who is proactive in searching for solutions and is happy to go through many image types until it works. I would like assurance that this can be done before hiring. We've tried using Google Vision and an Online Captcha Service. Might be better using OpenCV and Tensorflow/Python - I'm not sure. Need someone with resources to try different methods until a solution is reached, or to do something different as several Machine Learners already tried this and failed. So you'll need to be very confident about undertaking this task. This could suit an expert or even if you are starting perhaps you are willing to go the extra mile to search for an elegant solution.
