The task would be to code a driver that would convert a usb 3.0 mass storage device with given VID & PID to a SATA device (so the OS would see it as an internal, fixed hard disk). And the USB device shouldn't appear on windows, only the SATA. The other requirement is that the driver should work in Windows PE. (So the windows installer should see the USB Mass Storage device as a normal SATA HDD). The driver should work on the following OSes: Win 7, Win 8.1, Win 10.
