I represent a sporting organisation AKJA JUDO I have volunteered to try and set up a national coaching accreditation listing. Each state would require access to their own state listing where information can be stored re qualifications and expiry dates .Each State would submit their lists to a national [login to view URL] of expiry dates automatically sent our via email or land mail to participants

If this can be a web app, I've made a similar project for another sport. I can make it so they can upload and download info on excel or csv sheets, no problem. Email on schedule is fine as well.
