Write a php script and htaccess file to redirect certain visitors

I would like a PHP code that redirect certains users to our new website version, that can be inserted in any [login to view URL] easily at the top or the bottom, that would : Users inputs my URL, [login to view URL] in his browser. - If user IP address is [login to view URL] or [login to view URL] then do nothing, don t redirect the user, let him access [login to view URL], stop processing any rule below - If user browser (USER AGENT) is aaaa or bbbb then do nothing, don t redirect the user, let him access [login to view URL], stop processing any rule below - If REFERER is [login to view URL] or [login to view URL], then redirect user to [login to view URL] 30% of the time, and 70% of the time do nothing Note that when I give 2 address IP it can be more, also I must be able to use wildcard such as 192.168.*.* Same for User Agent I must be able to input 1 or many exact one or a wildcard like *Safari* Same for REFERER I must be able to select 1 or many Work must include small adjustments once delivered. Work must include an htaccess version without the % thing as it is not possible (so if IP address is not [login to view URL] or [login to view URL] and user agent is not aaaa or bbbb then if referer=[login to view URL] or [login to view URL], user will be redirected to [login to view URL] 100% of the time
