Wordpress site not showing up in Google SERP yet

We launched a Wordpress site almost a month ago and initially, we selected the option to de-index the entire site on the settings page. We wanted to develop at the live domain without our unfinished site being crawled and showing up in SERP. Well, we launched maybe a week after deindexing and when we launched we clicked the button to reindex the site and submitted all sitemaps and took all steps we usually take to launch a site for SEO. Now a month later, the site is still not showing up anywhere on SERP and we are convinced one of the precautions we took early on is affecting the ability for the site to rank. We need someone to find out what is affecting this sites ability to even show up in SERP and fix that. Google PageSpeed Insights will not complete a crawl either so we feel there is definitely something in the core that is prohibiting that.
