A website that allows touch screen animation

I want to create a website, just a single page, that allows me to list numerous topics, in cogs, and which i can then drag using a touch screen into a machine of spinning cogs. Think looking inside a Swiss watch with all cogs interacting with each other. I may start with a number of cogs already in motion, but then want to drag others into the machine, with each new cog being auto fitted, and now turning with the others. I want each new cog i choose to drag (touch screen) to be able to be be dynamically accepted and for the machine to continue to spin and grow in size. I want to show many thing working together to an audience as part of a presentation and want to pick things, one by one, and drop them in. I want this to work in a Chrome web browser.
