Web-based application with MSSQL backend, iPad and desktop-browser friendly

I have an application that is required - data needs to be stored into MSSQL with a web front-end. Would prefer asp.net but PHP on Windows is probably OK. Is relatively straightforward with around 9-10 tables probably.
* requires a user logon system - although users are created and managed by an admin so password reset features are not needed
* the app should only be a couple of main screens (some data grids and other misc edit boxes etc.) plus a few basic config screens to setup users and other elements in the system
* a nice JS gui library of some kind
* some emails will need to be sent from a schedule
* some basic reports required - can be genrated in code or via SQL Reporting Services
* should operate fully from iPad - uncluttered UI etc.
I do have screen layout wireframes and can supply more detailed specification. Genuine project, must start soon, flexible on cost.
