User Account Part - Charity website for Homeless people to get into housing

Hi, i work as a volunteer at a homeless shelter. I want to sort out a website for homeless people so when they move into a house i come in and check it out that is all ok and make an official report. This is a sort of complicated thing but im working on this from my own money to help get the homeless off the street. I am working ion the site myself and need some help with sections of it, I have been ripped off twice now on here from developers saying they will help cheap and pay money now, im just to kind and trust people. Freelancer wont let me get my money back even though they can see the messages from them saying they are not going to do it. Anyway what i need is Website ive made with the latest wordpress. Login / signup section This is where userser can log in or sign up with also a account settings. * Login * Sign up (select account type) * When signing up send automated email to confirm email address. *When signed in user can change some of there account settings but all changes need to be confirmed via email and also an email sent to the website admin log. * Account also shows time and date log for user what they changed and when.
