Telegram BOT

Looking for automated writing and deletion bot on telegram . I need following things to be done via telegram bot. 1. I need to clients to get registered. By using BOT. Client should give username. his channel username with 8 words description of his channel . Also, client need to add the same BOT to his channel or group and make it admin. (if incase anytime if client removes the bot as admin from his channel, then the client name should be disabled.) 2. The same client data to be stored in on server. For that I will give one Linux hosting with C-Panel. That is the a good looking website you should do for me. 3. Admin : should be able to create multiple groups on server and add users according to his wish. 4. Admin creates one long message and saves in the group. Now, auto cron time should be given to all the group where that bot will automatically post the message to the channel of the member which was been save by admin at that time and remove the same message from the channel at the end time given by admin. This is what I am looking for.. telegram API are available for free.. One can google search the same.
