Responsive Navigation Issue on iPad/tablet

I need help fixing an issue I am having on iPad. So whoever bids on this job MUST have an iPad to test (NOT an iPad simulator)
Having issue with tap to expand drop down and tap to go to link.

homepage goes to link when tapping parent nav item.. when it should just expand drop down.
Then after drop down expands.. if you click parent link again, it should go to link.
It works fine on subpages but not on homepage
