Resolve Shipping Issue in Woocommerce for Multiple Suppliers

I need to resolve shipping issues when working with multiple suppliers, since shipping price varies from country to country based on product type of each supplier.
Countries that support e-packet have the shipping price included into the product cost and that is not an issue, but even some of the countries that support e-packet, Price needs to be charged for large product types, like bags. If a plugin can be used to setup different shipping rates based on different suppliers for each of the countries that are being shipped at the product level by uploading a CSV table.
I'm on a budget and this is a small job, kindly revise your bid to the best possible price. Prefer to develop a plugin for this.
