Potential project: Symfony web application

Hello. This is a potential project that I have been working on for a long time. If the required budget exceeds my resources, it will have to wait until I can raise funds for it, or alternately it will need to be developed in increments, beginning with an MVP and working our way up. If it does go ahead, you'll be asked to work in conjunction with an existing PHP Dev, who'll be on code quality. Further specifics (such as whether there'll be a confidentiality agreement and whatnot) will be worked out in time. I need a membership website which will enable individuals (Persona 1) to sign up to be on a waiting list, and will in reverse enable organizations (Persona2) to look at the profiles on their waiting list and contact them. A third user group will be the website manager, who needs to be able to specify fields, search criteria, as well as activate/deactivate memberships. This website is supposed to connect to a payment system, so that if you stop paying, you are deactivated and hence removed from the waiting lists. I would like this done in Symfony, with Doctrine and Twig. In its initial inception, the website will have 3 Personas / Users with distinct attributions that include connecting with a payment system. There will be a search function with distinct custom criteria. It will quickly need to work with elements of mapping/location services ( to assess the geographical distance between Persona 1 and Persona 2, and use this as a search criterion) and will in time need to work in 2 or more languages.
