plugin wordpress to Limit number of posts

You want to limit posts user can submit based on their roles and name. i mean if they are author they can limit to certain posts. or if you select their name and limit him than its limited to him only. like that ? we can do it. do we need to do it in your site directly or as a standalone plugin? can we discuss? ===========================
