The website has to have an orderly layout. All the form elements are to be arranged in a logical to improve user experience. Some elements have to be reactive to user input where necessary. With the modern framework such as bootstrap, reactivity with screen sizes can be achieved. I believe with my experience in design and web development. Most of web tools that I have real depth with are: php (for scripting back end logic), javascript( for validation and UX) and html(for the front-end design).
