I need a low level coder for a display output altering program.

For our project we need to make a program that applies a image output distortion. This includes moving and scaling parts of the output image and interpolating the altered areas. In this part of our project we just want to make a windows compatible tool that on a low level makes a static "liquefy" effect with interpolation and a user interface that contains: -A slider for X axis offset (From center of main display) -A slider for Y axis offset (From center of main display) -A slider for the liquefy effect intensity (Negative and positive) -A slider for the liquefy area scale/size -A setup box for assigning a hotkey to enable and disable the effect. -A save/load settings function It is important that the effect is applied directly to the output and is not affected by other programs and tasks. The effect should be applied as a layer above all other, even full-screened programs. The program should not take up much processing power as it is only a low level static display "filter".
