I need help with ecommerce delivery plugin

We currently have a website based on woocommerce and wordpress. We want to associate the zip codes to a zone of delivery. It will work like Amazon where customers select a product, delivery address and shipment will be calculated based on the zip code.
This is a multivendor site where we use: Dokan, Woocommerce and Wordpress.
Basically: we want customers to select their cities and have the zip code filled automatically and the delivery calculated upon this zip code.
Requierement 1: If customer selects delivery through seller then shipment is free.
Requierement 2: If customer selects delivery through mailing company then it must be calculated upon zip code for delivery and weight. The same weight has different rates for every zip code.
