Moderate size homepage reformat for my website with custom, responsive HTML and CSS

Specification for freelancer changes to homepage at [login to view URL] Freelancer is responsible for all debug and must supply his/her own debug platform and submit code to the client for install. Under no circumstance will freelancer have ftp access to the client’s host platform. No payment until all requirements are met with a single milestone payment, as follows: 1) Eliminate the arrow and extra space in the top panel. 2) Move picture to the previous panel as illustrated in the attached diagram. 3) Change background settings and page layout, such that the existing 3 panels (see the diagram) – “About Me”, “”Achievements” and “Social Media links” – will use the identical continuous dynamic background gradient as the top panel. Therefore, the other 3 panels (“Friends to the End,” “Gallery,” and “Be a Friend to the End” will become virtual layers in front of the one homepage continuous dynamic background gradient. 4) Code must be fully responsive and work correctly on mobile and desktop applications for all display sizes. No other changes are to be implemented. The freelancer is responsible for all testing. The only client action will be to install the final code on the client’s host platform as the last step at validation. Of course, the code must work correctly as specified on the final host installation. Milestone deadline is 7 calendar days after accepting the project.
